These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Glen Rose.
REQUEST FOR RELEASE OF FUNDS
On or about May 15, 2024, the City of Glen Rose will submit a request to the Texas Department of Agriculture for the release of Community Development Block Grant Program funds under Section 104 of Title I of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Glen Rose CDV23-0133 - Streets, #CDV23-0133, for an estimated cost of $500,000.00 in HUD funds and $25,000 in non-HUD funds.
Description of Aggregated Project (must include work to be funded by TxCDBG):
Road Improvements:
Reconstruct approximately two thousand two hundred twelve linear feet (2,212 LF) of street, three thousand nine hundred linear feet (3,900 LF) of curb and gutter, driveway repair, utility adjustments, and all associated appurtenances.
Professional Services including Grant Administrator and Project Engineer activities.
LOCATION:
All work will occur in the City of Glen Rose, Somervell County, Texas in the following locations:

FINDING OF NO SIGNIFICANT IMPACT
The City of Glen Rose has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information and environmental determinations are contained in the Environmental Review Record (ERR) on file at the City of Glen Rose City Hall, 201 Vernon St, Glen Rose, TX and may be examined or copied Monday-Friday (8AM-4PM).
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Glen Rose City Hall, 201 Vernon St, Glen Rose, TX 76043 or troy.hill [at] glenrosetexas.org, Attn: Troy Hill - City Administrator. All comments received by May 14, 2024 will be considered by the City of Glen Rose prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Glen Rose certifies to the State of Texas that Troy Hill in their capacity as City Administrator consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The State’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Glen Rose to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
The State will accept objections to its release of funds and the City of Glen Rose’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Glen Rose (b) the City of Glen Rose has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by the State; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Texas Department of Agriculture at CDBG_EnvReview [at] TexasAgriculture.gov or PO Box 12847, Austin, Texas 78711. Potential objectors should contact the State to verify the actual last day of the objection period.

HALLAZGO DE NO IMPACTO SIGNIFICATIVO
La ciudad de Glen Rose ha determinado que el proyecto no tendrá un impacto significativo en el medio ambiente humano. Por lo tanto, no se requiere una Declaración de Impacto Ambiental según la Ley de Política Ambiental Nacional de 1969 (NEPA). Información adicional del proyecto y determinaciones ambientales están contenidas en el Registro de Revisión Ambiental (ERR) archivado en el Ayuntamiento de la ciudad de Glen Rose, 201 Vernon St, Glen Rose, TX y puede ser examinado o copiado Lunes a viernes (8 a. m. a 4 p. m.).
COMENTARIOS PÚBLICOS

CERTIFICACIÓN AMBIENTAL
La ciudad de Glen Rose certifica al estado de Texas que Colina de Troy Hill en su calidad de Administrador de la ciudad consiente en aceptar la jurisdicción de los Tribunales Federales si se inicia una acción para hacer cumplir las responsabilidades en relación con el proceso de revisión ambiental y que dichas responsabilidades han sido satisfechas. La aprobación de la certificación por parte del Estado satisface sus responsabilidades según la NEPA y las leyes y autoridades relacionadas y permite a la ciudad de Glen Rose utilizar los fondos del Programa.
OBJECIONES A LA LIBERACIÓN DE FONDOS
El Estado aceptará objeciones a la liberación de fondos y a la certificación de la ciudad de Glen Rose por un período de quince días después de la fecha de presentación anticipada o de la recepción real de la solicitud (lo que ocurra más tarde) solo si se basan en una de las siguientes bases : (a) la certificación no fue ejecutada por el Oficial Certificador de la Ciudad de Glen Rose (b) la Ciudad de Glen Rose omitió un paso o no tomó una decisión o hallazgo requerido por las regulaciones de HUD en 24 CFR parte 58; (c) el beneficiario de la subvención u otros participantes en el proceso de desarrollo han comprometido fondos, incurrido en costos o realizado actividades no autorizadas por 24 CFR Parte 58 antes de la aprobación de una liberación de fondos por parte del Estado; o (d) otra agencia federal que actúa de conformidad con 40 CFR Parte 1504 ha presentado una conclusión por escrito de que el proyecto es insatisfactorio desde el punto de vista de la calidad ambiental. Las objeciones deben prepararse y presentarse de acuerdo con los procedimientos requeridos (24 CFR Parte 58, Sec. 58.76) y deben dirigirse al Departamento de Agricultura de Texas en CDBG_EnvReview [at] TexasAgriculture.gov o PO Box 12847, Austin, Texas 78711.
