REQUEST FOR PROPOSALS
LEASE OF PALUXY SUMMIT POLE SIGN
1. Overview. The City of Glen Rose (“City”) invites prospective Proposers to submit proposals to lease, refurbish, and operate the existing Paluxy Summit Pole sign, located within a small island in the public right-of-way adjacent to the Paluxy Summit development in Glen Rose, Texas.
1.1 Lease. The City intends to enter into a lease agreement with a selected party (“Lessee”) who will assume full responsibility for the repair, operation, maintenance, and insurance of the sign. The Lessee will be permitted to sub-lease advertising space on the sign only to businesses located within the Paluxy Summit development and may charge sub-lessees at rates determined by the Lessee.
1.2 Background. The Paluxy Summit Pole Sign (“Sign”) is an existing multi-tenant advertising structure that was constructed several years ago within a landscaped island in the City’s right-of-way. Following the bankruptcy of the original developer, ownership of the Sign was conveyed to or otherwise vested in the City. The Sign is currently non-operational and requires refurbishment before use. The Paluxy Summit development consists primarily of commercial and retail uses. Several businesses within the development have expressed interest in restoring the Sign to promote their establishments.
1.3 Lease Term & Payment. The term is negotiable with possible renewal upon mutual agreement. Proposers shall propose an annual lease payment to the City. The City does not seek to generate substantial revenue but expects reasonable compensation and assurance that the Sign will be properly maintained and operated.
2. City Information. The Acting City Administrator is the point of contact for this RFP. Please direct all communications to Jim Holder, the Acting City Administrator.
3. Scope of Lease. City intends to enter into a lease agreement with the selected lessee in the form attached as Exhibit A to this RFP (the "Agreement").
3.1 Lease Area. The Sign structure and immediate area necessary for access and maintenance, as shown on City records.

3.2 Use. For display of advertising for Paluxy Summit businesses only.
3.3 Maintenance and Refurbishment. Lessee shall be responsible for all refurbishment, electrical connection, lighting, painting, landscaping, and upkeep. This includes the care, upkeep and maintenance of the median landscape area just to the west of the pole sign.
3.4 Permitting. Lessee must obtain any required sign, electrical, or right-of-way permits.
3.5 Insurance. Lessee must maintain commercial general liability insurance with the City named as additional insured.
3.6 Utilities. Lessee shall be responsible for all electricity or other utility costs associated with operation.
3.7 Compliance. Lessee must comply with all applicable City codes and ordinances.

5. Proposal Submission Requirements. The proposal must include the following information about the lessee:
5.1 Cover Letter identifying the proposer and key contact.
5.2 Refurbishment and Maintenance Plan describing intended improvements, timeline, and materials.
5.3 Experience and Qualifications in signage, property managerment, or related fields.
5.4 Proposed Annual Lease Payment and any requested term length.
5.5 Proof of Insurance or Ability to Obtain Required Coverage.
5.6 References from at least two prior projects.
5.7 Acknowledgment of Exhibit A Lease Terms.
6. Evaluation Criteria. The City will evaluate proposals based on the quality and feasibility of refurbishment plan, experience and qualifications, proposed lease payment and term, maintenance commitment and responsiveness, and compliance with RFP requirements. The City may negotiate with one or more proposers to determine final lease terms. The City reserves the right to reject any or all proposals.
7. Sub-Leasing Rights. The Lessee shall have the exclusive right to sub-lease space on the Sign to businesses located within the Paluxy Summit development only. The City must approve the form of all sub-leases, which must contain provisions consistent with the terms of the City’s lease.
8. City’s Rights and Disclaimers. The City reserves the right to: reject any or all proposals; waive any minor irregularities or informalities; negotiate with any proposer; cancel this RFP at any time and; require additional information before selection. This RFP does not commit the City to award a lease or to pay any costs incurred in preparing a response.
